Between 1990 and 2009, the presidential election participation ratio decrease by approximately 35%. In the case of parliamentary or local elections, participation is even lower; the 50% threshold is increasingly hard to reach among citizens with a voting right.

According to Transparency International, the corruption perception level placed Romania, in 2010, on the 25th place in Europe.

In 2010, Romania was ordered by the European Court for Human Rights to pay damages of EUR 7.5 million for various abusive rulings of the Romanian courts. After Turkey, Romania is the second European state that is denounced for the quality of its courts' verdicts.

Also in 2010, according to the Ministry of Administration and Internal Affairs, over 2 million Romanians offered bribes in order to ensure their survival in the "constitutional state".
